Research on the Construction of Public Supply Model of Publication Information Resources Based on System Theory

Introduction

With the continuous progress of society and rapid economic development, China’s public cultural information service system has become increasingly perfect, and has become an important force in enhancing national cultural literacy and promoting harmonious social development [1-2]. At present, China’s public cultural information service has formed a service network covering both urban and rural areas, including libraries, museums, cultural centers and other types of facilities, which not only provide rich cultural resources, but also expand the scope of services through digitization technology [3-7]. Public cultural information service resources cover a variety of forms such as books, newspapers, audio and video products, electronic publications, etc., which are characterized by diversity, sharing and reusability [8-10]. These resources are not only an important carrier for inheriting history and culture and promoting national spirit, but also a powerful tool for improving the cultural quality of all people and promoting social harmony and progress.

However, the current supply efficiency of public cultural information service resources still has many problems. Information service providers have artificially set up economic thresholds and technical barriers to the access of digital literature resources, which reduces the supply efficiency of digital literature resources, resulting in a disconnect between supply and demand, and an imbalance in the relationship of interests between various subjects [11-13]. The study of how to construct the public supply model of publication information resources is conducive to rebalancing the interests formed in the supply process, improving the supply efficiency of digital literature resources, and providing better development opportunities and development prospects for public cultural information services [14-17].

This paper combines the design theories of system, element, structure and function in system theory to build a framework of public supply elements for publication information resources, and fully utilizes the systematic function of the public supply model through the interconnection of each element. Combining the core elements of basic backbone network and content production and distribution, a digital publishing sharing platform is established, and then the digital publishing platform is introduced into the framework of public provisioning elements, and the public provisioning of publication information resources is realized by means of digital submission of publications and compensation for public lending rights, so as to obtain the public provisioning model of publication information resources based on system theory. Subsequently, the evaluation indexes of the implementation effect of the public provisioning model are proposed, and the weights of the indexes are determined using the mean square deviation assignment method, and the provisioning effect of the model is analyzed. This study analyzes the supply situation and supply effect after the implementation of the public supply model in L city to explore the empirical application effects of the public supply model.

Design of public provisioning models based on systems theory
Basic theory and significance of system theory

System theory [18] is the study of all the general laws of the system theory system. The object of study is the relationship between the system as a whole and its parts. Thus, the relationship between the whole and the part is the core problem discussed in system theory. The system analysis method is a holistic, comprehensive, and scientific approach to analysis, which can provide an effective way of thinking for studying modern complex problems. General system theory seeks to provide a generalization that can describe the common characteristics of various systems, the system as a number of elements in a certain structural form linked to constitute an organic whole with a certain function to analyze and study. System analysis typically involves four key words: system, element, structure, and function, and investigates the connections between elements, elements and systems, and systems and environments.

System theory is based on the overall aggregate perspective to look at things, using interrelated comprehensive thinking instead of scattered, independent thinking, which breaks the limitations of previous analysis methods.The research content of system theory can be summarized as the four-level relationship between the whole and the elements, the whole and the level, the whole and the structure, and the whole and the environment. Its core idea is the overall concept of the system, the research object as a system, according to the level of analysis of its elements, structure and function, the study of elements, systems, the environment between the association and the law of change. The purpose of system theory research is not only to analyze the system, but also to control and manage the system by using system characteristics, principles and laws, so as to achieve coordination of internal elements, reasonable structure, and diversified functions, so as to form a coordinated relationship with the external environment, cope with the environmental changes, and provide positive feedback. The overall system efficiency has been improved, and the system as a whole has been upgraded towards the preset goals. System optimization in system theory refers to the process of transforming the system from the current state to the target state through a series of methods and means, so as to better meet the needs of the main body of use, and more actively respond to changes in the external environment, such as the input of information and energy.

Framework of model elements based on systems theory

“The performance of system functions and the establishment of activity effectiveness, as far as the system or activity itself is concerned, depends on the positive effectiveness of the elements for the system, for the activity, and on the effectiveness of the elements.” Therefore, maximizing the effectiveness of the constituent elements of the public supply system of publication information resources is an inevitable need to realize the effectiveness of the public supply system of publication information resources. The elemental framework of the public supply model based on system theory is shown in Figure 1. The public supply system of publication information resources is composed of five elements: supply subject, supply object, supply resources, supply method, and supply target, etc. The five elements are interconnected and constrained, and only by maximizing their effectiveness can the public supply system of publication information resources be effective and efficient. Only by maximizing the effectiveness of these “five elements” can we lay the foundation for the functioning of the public supply system of publication information resources and ensure the effectiveness of the public supply of publication information resources.

Construction of a digital publishing sharing platform

The architecture of the public platform for digital publishing sharing is shown in Figure 2, with the three core elements of basic backbone network, content production and distribution, terminal manufacturers, and the related auxiliary parts such as e-payment, copyright agency, advertisement operation, technical support, etc. [19]. The basic backbone network consists of network operators and equipment manufacturers who provide network equipment. In the development of digital publishing products, both terminal manufacturers and content providers are based on the technical level of the entire network. The network operator receives revenue based on traffic by providing network infrastructure services.

Producers of digital publishing content can be traditional books and newspapers that have the advantage of content resources, independent producers (e.g., creators of online literature) and development teams (e.g., game developers), and now social media (e.g., blogs, podcasts, microblogs, Write Together for wiki-writing, and Translations for collaborative translations, etc.). Content producers receive revenue through copyright grants. Distributors are multi-sourced, with network operators, terminal manufacturers, content producers, and e-commerce operators all moving into distribution in droves. Distributors now include journal databases, literary websites, gaming websites, video websites, cell phone websites, e-commerce websites music download stores, application download stores, e-book libraries, search engines, social media, P2P software, and so on. Publishers receive payment for providing content to end users or attracting end users through content in exchange for advertisers’ ad placements.

Public supply modeling

The public supply model of publication information resources based on system theory is shown in Figure 3. The database integrator for publication information resources accepts the government’s purchase and provides the government with its own platform, resources, and service personnel, etc.It sells this part of publication information resources and related services purchased and integrated from the copyright holder to the government, assisting the government in fulfilling its function of providing public cultural services. This part of the database integrator’s income comes from the government’s purchase funds, not from libraries and individual users. Based on the government’s purchase of the database integrator, the database integrator’s platform is turned into a platform for the public supply of publication information resources, transforming the path of public supply of publication information resources, adjusting the relationship of interests in the public supply of publication information resources, and promoting the realization of the model of the public supply of publication information resources based on the system theory.

Before the government purchased the service, the main body of publication information resources supply is the digital submission of publications, users can only obtain publication information resources through the database integrator, the database integrator can be in the market, through the sale of publication information resources to libraries and individual users to obtain economic benefits. Libraries and individual users can obtain public lending rights and publication information resources free of charge through government-purchased services, and their cultural needs are met. In terms of the management of the supply of publication information resources, the State Press and Publication Administration is in charge of the national press and publication business and copyright management, and is also the State Copyright Administration, with the right of administrative enforcement. Experts form the Publication Information Resource Supply Committee to formulate guiding guidelines and policies for the supply of publication information resources, establish and implement the compensation system for public lending rights [20], which is used to compensate for the economic interests of copyright holders and regulate the relationship between intellectual property protection and the utilization of publication information resources, and the Committee is responsible for the issuance of the compensation.

Digital submission of publications is the main body of the government’s purchased services, providing libraries and individual users with public supply services of publication information resources. The database integrator provides the government with important information about the purchased services in accordance with the regulations, including the download volume of publication information resources, according to which the government calculates the compensation for the right of public lending, and allocates the compensation to the Committee for the Supply of Publications and Information Resources, which pays the compensation to the copyright holder. The government calculates the compensation for public lending rights accordingly and allocates the compensation to the Publication Information Resources Supply Committee, and the Digital Supply Committee pays the compensation to the copyright holder.

Methodology for analyzing the effectiveness of public provisioning of publication information resources
Indicators for assessing the effectiveness of model implementation

This paper combines the basic needs and characteristics of the public supply of publication information resources, and constructs a system theory-based evaluation index system for the implementation effect of the public supply model of publication information resources as shown in Table 1, which is evaluated in three aspects, namely, the supply concept, the supply system and the supply resources.

Effectiveness Assessment Measurement Modeling

This study focuses on using the mean-variance assignment method [21] to determine the objective weights of the indicators. Publication information resources public supply model effect of each assessment indicator as a random variable, each program Aj indicator Gj under the attribute value of the dimensionless as the value of this random variable, first of all, to find out the mean squared deviation of these random variables (indicators), the mean squared deviation is normalized, and the result is the weight coefficients of the indicators. The calculation steps of this method are as follows.

1) Find the mean value of the random variable: E(Gi)=1ni=1nZij

2) Find the mean square deviation of Gi: σ(Gj)=i=1n(ZijE(Gj))2

3) Find the weighting factor for indicator Gj: Wj=σ(Gj)j=1mσ(Gj)

4) Multi-indicator decision making and ranking: Di(W)=j=1mzijwj

According to the basic idea and basic steps of the mean square deviation assignment method, the mean square deviation of each measurement index system of the implementation effect of the publication information resource public supply model can be calculated, which is the objective weight of each measurement index system.

According to the above constructed indicators and weights for assessing the implementation effect of public supply of publication information resources, a measurement model consisting of three effect variables of public supply of publication information resources is established, and the basic form of the measurement model is as follows: RPTPP=f(EC,EFI,EFE,EQ)=i=1naiEC+i=1nbiEF+i=1nciEFE

In the above formula, RPTPP is the index of the overall effect of the implementation of the model of public supply of publication information resources, EC is the index of the effect of the supply concept, EFI is the index of the effect of the supply system, EFE is the index of the effect of the supply resources, i is the index of the measurement, ai, bi and ci are the weights of the ith index on the effect of the supply concept, the effect of the supply system and the effect of the supply resources of the public supply of publication information resources, respectively. Among them, the basic forms of the sub-models of the three dimensions are as follows: EC=i=1neiECi EFI=i=1nfiEFIi EFE=i=1ngiEFEi

In the formula, ECi, EFIi and EFEi are the evaluation of the ith indicator of the implementation effect of the 3 dimensions of the model of public supply of publication information resources, and ei, fi and gi are the weights of the ith indicator of the evaluation of EC, EFL and EFE respectively.

Effectiveness of Digital Publishing and Sharing Platform Construction in L City

In order to investigate the implementation effect of the public provisioning model of publication information resources based on system theory, this paper applies the model in 2021 to realize the construction of the digital publishing and sharing platform and the public provisioning of digital publication information resources in L city of Province H. The financial and other supports of Province H laid a solid material foundation for the construction of the digital publishing and sharing platform of L city, which is supported by the policy of the central region, and both the central and local finance gave corresponding subsidies, of which 12.3 million yuan came from the central government and another 15.4 million yuan was solved by the local finance. Under the support of the central region policy, both the central and local finances gave corresponding subsidies, of which 12,300,000 yuan came from the central government, and the other 15,400,000 yuan was solved by the local finances. Because of its own financial situation and the foundation of cultural development, the local finance needs to invest 15,400,000 yuan, the implementation of the provincial level and municipal (district-level cities are responsible for the administrative villages in the districts under their jurisdiction), the county finances in proportion to the share. Based on the public supply model of publication information resources based on system theory, and in accordance with the requirements of publication public service construction tasks, construction standards, construction methods, construction planning and funding sources, the province’s administrative districts have been built, proposed to be built, and not yet built completely digital sharing platform, facilities, management personnel information, and other basic data, as well as the construction of new construction of public cultural facilities, to conduct an exhaustive investigation and mapping, demonstration and integration. On this basis, the digital sharing platform construction planning and implementation program is prepared, and it is upgraded to a provincial party committee and provincial government project, which is included in the work points of the provincial party committee and the provincial government, and the construction of the digital platform of publication information resources is carried out in a systematic and focused manner. Then, according to the overall plan for the construction of publishing public services, the amount of subsidies allocated by the central financial authorities and the actual financial support of the province, the annual construction plans will be adjusted and disaggregated in a timely manner, so as to make them more scientific and realistic.

Analysis of the construction of digital sharing platforms

The construction of digital sharing platforms in L city during 2019-2024 is shown in Table 2. As of January 2024, the total number of digital sharing platforms in L city of H province reached 42, which increased by 281.82% compared with the year 2019. The whole year received a total of 157,262,700 yuan of allocation given by the finance. It is a growing trend both in terms of the number of digital sharing platforms, the number of practitioners, and the number of books in the collection and circulation. It shows that after the application of the public supply model of publication information resources proposed in this paper based on system theory, L city of H province pays more and more attention to public culture, and all the indicators have made great progress. Compared with the average level (1.084 books/person) in China in the same period (2024), L city of H province (1.041 books/person) is still below the average level. This is because while Province H, City L is progressing, other provinces in China are also progressing, but Province H, City L is progressing relatively slowly. The supply of publication information resources has not yet reached the average level in China, and there is still a gap between it and the growing needs of today’s readers.

Supply of digital publishing resources

The digital sharing platform established in L city of Province H is an emerging reading channel and method, and there is now a considerable proportion of residents who read through the digital sharing platform of publication information resources in L. The reading situation of the digital sharing platform for the whole population in L city of Province H in 2019 and 2024 is shown in Table 3. It can be seen that the exposure rate of new media such as cell phones, computers and e-readers for the whole population increases from 45.94% in 2019 to 78.72% in 2024, and the Internet penetration rate reaches 69.48%. It shows that the demand for network and cell phone reading and digital sharing platform of publication information resources is increasing in L city of H province, and it can be inferred that after the construction of digital sharing platform and the continuous development of public lending right, the development of cell phone will be a new growth point, and the relevant departments of L city should follow the times and combine with the public provisioning model to continuously adjust the supply of publication information resources according to the changes in the demand of the general readers.

Development of the information culture industry

With the digital publishing and sharing platform in the lives of residents in a higher and higher position, cell phone reading is becoming a rising star. The increase in demand naturally requires that the supply should also be accelerated.The basic situation of the development of information and culture industry in L city, H province is shown in Table 4.The development of network information and culture industry in L city, H province lags behind compared with some developed provinces, because L city, H province does not reflect quickly when it comes to new things, but it has made a lot of progress and is more perfect. Under the application of the model of public supply of publication information resources, the added value of cultural industry in L city increases from 75.54 to 116.94 by 2024, with an average annual growth rate of 8.28%.

Evaluation of the effectiveness of public provisioning models
Results of indicator empowerment

First of all, the mean square deviation assignment method is used to assign weights to the effect assessment indexes of the public provisioning model of publication information resources, and the results of the index weight calculation are shown in Figure 4. The weights of the factors in the guideline layer for the target layer are in descending order: “B” supply system (0.511) > “A” supply concept (0.276) > “C” supply resources (0.213). Resources (0.213). It can be seen that the supply system has the largest weight and is the most important indicator in the guideline layer of assessing the supply effect of the public supply model of publication information resources based on system theory.According to the weight of each index in the index layer, it can be seen that A1 “equilibrium” (0.197), B1 “supply subject” (0.207), B2 “supply mode” (0.111) and B3 “supply mode” (0.193) are all more important, ranking the top 4, accounting for 70.8%, which belongs to the key minority, and has a great impact on the evaluation results of the public supply of publication information resources. In the process of public supply of publication information resources, we should pay attention to the control of the relevant links for these evaluation indicators.

Analysis of assessment results

The results obtained by analyzing the assessment results of the model for measuring the effectiveness of public supply of publication information resources are shown in Figure 5. It can be seen that the total average score of the assessment of the effectiveness of the public supply of publication information resources in L city is 4.156, and the assessment grade is excellent, which indicates that the quality of the public supply of publication information resources in L city is relatively excellent, and the application of the model has played a positive effect. Specifically from the assessment results of each dimension, the average score of the supply system is relatively low (4.062 points) and lower than the overall average score of the public supply of publication information resources in L city, in which the problems of the supply body are especially prominent (3.539 points). This shows that the public supply model of publication information resources based on system theory still has many deficiencies in the supply system of digital publications in the process of application, and it needs to be further perfected and improved on the digital sharing platform and so on. The supply concept has a direct impact on the construction of the supply model, the behavior of the supply subject, and the advantages and disadvantages of supply efficiency.A correct supply concept reflects the value pursuit of the supply model and determines the direction, mode, and content of service supply.Under the application of the public supply model of publication information resources based on system theory, the evaluation scores of the supply concept are relatively high, and the evaluation scores of A1 “equilibrium”, A2 “normative” and A3 “accessibility” reach 4.250 points, 4.221 points and 4.344 points, respectively, which is still far from the score of 5 points.In conclusion, after the application of the public supply model of publication information resources, the supply concept, supply system and supply resources of digital publications have achieved good results, but there is still room for improvement and upgrading, and further improvement is needed in the future.

Conclusion

This study constructs a public supply model of publication information resources based on the theoretical system of system theory, utilizes the model to realize the sharing and supply of digital publications, and evaluates the effect of the application of the public supply model.

Since the application of this public supply model in 2021, the total number of digital sharing platforms in L city reached 42 as of January 2024, which increased by 281.82% compared with the year 2019, and received a total of 157,262,700 yuan of allocation given by the finance for the whole year. The rate of access to new media such as cell phones, computers, and e-readers for the entire population increased from 45.94% in 2019 to 78.72% in 2024, and the Internet penetration rate reached 69.48%. In addition, the value added of the cultural industry in L city increases from 75.54 to 116.94 in 2024, with an average annual growth rate of 8.28%. The assessment results show that the total average score for the assessment of the effectiveness of public supply of publications and information resources in L city is 4.156, and the grade is excellent. It is also found that the assessment scores of supply balance, standardization and accessibility reach 4.250, 4.221 and 4.344 respectively, which indicates that the quality of public supply of publication information resources in L city is relatively excellent and the application of the model has played a positive effect.

The complete structure and smooth operation of the public supply model constructed in this study can help coordinate and centralize publication information resources in response to public demand, and improve the efficiency and effectiveness of the supply of digital publications from a systems theory and supply-side perspective.
