Research on the Construction of Public Supply Model of Publication Information Resources Based on System Theory

In the era of continuous economic development and improvement of education level, people’s needs are no longer only satisfied with food, clothing, and warmth; especially the surge of cultural needs is particularly obvious. This paper proposes a public supply model of publication information resources based on system theory based on the main combination elements in system theory and the demand for public supply of publication information resources and realizes the supply of digital publications through the digital sharing platform and the granting of public lending rights. Then, the mean square deviation assignment method is used to assign values to the indicators for assessing the effectiveness of public provisioning, and the measurement model is used to assess the implementation effect of the public provisioning model. The results of the study show that after the application of the public supply model in L city, the total number of digital sharing platforms in L city reached 42 in January 2024, which increased by 281.82% compared with the year 2019, and the value added of the cultural industry increased from 75.54 to 116.94, with an average annual growth rate of 8.28%. It was also found that the total average score for the evaluation of the effectiveness of public provisioning of publication information resources is 4.156, and the evaluation grade is excellent. The model of public supply of publication information resources proposed in this study will help promote the systematization of collaborative supply of digital publications and thus enhance the level of public cultural supply.
