This paper explores the theoretical basis of computer-assisted language teaching (Constructivist Learning Theory, Multiple Intelligences Theory), and elaborates the advantages of computer-assisted English Linguistics course teaching in points. Combined with English classroom teaching and extracurricular activities, computer-assisted teaching sessions are designed accordingly. Aiming at the data processing requirements of computer-assisted language teaching, a cloud resource scheduling strategy based on reinforcement learning is proposed. Combine reinforcement learning with cloud resource scheduling by transforming the cloud resource scheduling problem into a Markov chain process, and update the state, action, and reward and punishment function values in reinforcement learning. Find the values of hyperparameters α, β, γ, δ, and τ to analyze the application effect of the resource scheduling algorithm of reinforcement learning. Implement the operational procedures of the teaching experiment to analyze the effectiveness of teaching computer-assisted English linguistics courses. The p-value of the significant difference between the two English scores of the experimental class is less than 0.05, which indicates that the English scores of the students have been significantly improved after the introduction of multimedia computer-assisted teaching in the experimental class.
