The study establishes the evaluation index system for the quality of innovation and entrepreneurship education in colleges and universities, and completes the assignment of evaluation indexes and the construction of the evaluation model by using the cluster G1 method and the nonlinear weighting method. According to the results of the assignment of evaluation indexes, the empirical evaluation analysis is carried out with University Z as an example. It is concluded that entrepreneurial ability has the greatest influence on the quality of innovation and entrepreneurship education in universities, based on the perspective of civic and political education.
