In the era of rapid development of Internet technology, it has become a general trend to use information technology means in English classroom teaching. This paper proposes the construction of information-based English classrooms in colleges and universities to integrate online and face-to-face teaching using the blended learning approach. It emphasizes the students’ subjectivity in the information-oriented English classroom and cultivates their independent learning ability. The VSM model and the improved TF-IDF algorithm are utilized to enhance English resource retrieval and aid students in improving their English learning. With the help of text categorization evaluation indexes, test the need for the improvement of the TF-IDF algorithm and obtain the overall effect of text categorization. Divide the implementation process of the blended learning teaching experiment, count the English scores in the pre and post-tests, and test the changes in the students’ language skills before and after the implementation of the English blended learning teaching strategy. In the test of the significance of the difference between the comprehensive scores of the pre-test and post-test of the experimental class, Z=3.37, Z>1.91, P<0.05. According to the test results, it is concluded that before and after the teaching using the IT-supported blended learning teaching strategy, there is a significant difference between the comprehensive scores of the English language in the experimental class, and that the blended learning teaching strategy is able to improve the language skills of the students.
