Research on Constructing a Village Financial Management Model Based on Cloud Finance in the Context of Rural Revitalization Strategy

In the context of rural revitalization, accelerating the digital transformation of rural finance is of great value in improving the rural financial management system and promoting the construction of digital villages. However, constrained by the current situation of rural financial development and other factors, the current digital transformation is facing many difficulties. For this reason, this paper combines cloud computing, mobile Internet, and other technologies to propose a village-level financial management platform design program based on cloud finance. The overall framework and main functions of the platform are designed to cover the management of funds, assets, resources and other “three capitals” through unified accounting and management, standardize and simplify the rural financial business processes, reduce the cost and difficulty of village-level financial management informatization, and improve the level of rural grass-roots informatization and governance. Complex network theory is introduced to model the cloud financial management platform and calculate its structural eigenvalues, so as to evaluate the credibility of the village-level cloud financial management platform. By analyzing the case of village-level financial management platform in City Z, it is found that the trustworthiness value of the management platform in this region is 8.65, which is in the “high trustworthiness (H)”/”good (G)” level. This management model’s application significantly enhances the speed and accuracy of financial information transmission, and provides more reliable and timely data support for financial decision-making and budgeting of village-level organizations.
