Civic education is one of the most important parts of general education in colleges and universities. The study combines information technology with civic education in colleges and universities, introduces virtual reality technology into civic education in colleges and universities, innovates the education mode, and improves the theoretical chain of civic education of “classroom+virtual reality+practice”. Accordingly, the integrated system of “5G+intelligent practice teaching” for civic and political education is constructed, and the content innovation mechanism of civic and political education in colleges and universities is constructed. The hierarchical analysis method is used to construct a system of evaluation indexes for civic and political education, which is used to evaluate the proposed content innovation mechanism for civic and political education in colleges and universities. The teaching experiment method is used to compare the changes in the Civics scores of the experimental group and the control group before and after the experiment, so as to verify the effectiveness of the content innovation mechanism of Civics education in colleges and universities. The overall evaluation score of the content innovation mechanism for college Civics education in this paper is 90.11, which is excellent. Before the experiment, the Civics scores of the experimental group and the control group are not similar, and the p-value of each dimension is greater than 0.05. After the experiment, all dimensions of the experimental group’s Civics performance exceeded that of the control group, and the p-value was less than 0.05. The Civics performance of the experimental group after the experiment significantly exceeded that of the preexperiment, and the p-value was less than 0.05. The control group basically maintained the original installation, and the p-value was greater than 0.05. By implementing this paper’s Civic Education Content Innovation Mechanism in colleges and universities to teach Civics, the performance of students can be improved.
