Analysis of Regional Differences and Influencing Factors of Rural Governance Modernisation in China

The process of rural governance modernization presents unique regional differences across the vast territory of China, and at the same time provides challenges, creates opportunities, and offers insights for the modernization of rural social governance. Based on the theory of modernization of rural grassroots governance and the current situation of regional differences in modernization of rural governance, the study analyzes the influencing factors of modernization of rural governance using the CRITIC-entropy power method, the TOPSIS comprehensive evaluation method and the regression analysis method. The overall situation of modernized rural governance, the characteristics of regional differences, and the influencing factors of modernized rural governance are explored. The results show that the average level of efficiency for modernized rural governance in China is 0.479. The average level of pure technical efficiency for modernized rural governance is 0.732, and the average level of scale efficiency is 0.625.Among them, the governance efficiency of East China, Northeast China, and South China is better.The level of modernized rural governance is lower than 40% during the period 2011–2021, and the modernization of the basic governance capacity of rural areas needs to be improved urgently. Lastly, the level of modernization of rural basic governance capacity and rural public service governance have direct and indirect effects on how well modernized rural governance works. The level of modernization of rural public affairs governance, on the other hand, only has a direct effect.
