After mining the collaborative education mechanism of university education courses under the double-high construction, the study establishes a set of evaluation index system for collaborative education of industry-university-research and adopts DEA-Malmquist method to study the teaching quality of collaborative education of university industry-university-research to enhance the efficiency of university-industry-research cooperation as the goal, analyzes the factors affecting the efficiency of cooperation of university-industry-research through the structural equation model, and extracts the important factors constraining the cooperation of university-industry-research. We analyze the factors affecting the efficiency of industry-university-research cooperation through the structural equation model, extract the important factors constraining the cooperation between industry-university-research and the cooperation relationship between the two sides, and explore the development path of collaborative education programs in colleges and universities based on the “double-high construction”. The results show that 102 district-level industry-university-research demonstration bases have been established in the sample area by combining colleges and universities with scientific research institutes and enterprises, and the utilization rate of resources has reached 1, i.e. the maximum value. The importance of material input of double-high construction universities is the highest, and its weight is 0.651. The efficiency of scientific research of universities into products is low, and its economic benefit relationship is not significant, and the P-value is greater than 0.05. Improving the effect of collaborative nurturing development needs to improve the subjectivity of universities and improve the efficiency of the results through transformation.
