This paper incorporates the “Six Essentials” literacy theory, and through literature analysis, expert surveys, and Delphi methods, the evaluation indexes that meet the criteria are selected. Through the fuzzy hierarchical model combining hierarchical analysis and fuzzy theory, the evaluation indexes at all levels are assigned values, so as to construct the evaluation system of “Six Essentials” quality of the Civics teachers in colleges and universities, which can promote the high quality and efficiency of Civics teaching. The results show that the six indicators are interrelated and mutually supportive, including “strong politics”, “deep feelings”, “new thinking”, “broad vision”, “strict self-discipline” and “positive personality”. Among them, Sentiment to be deep (0.2276) is the soul and cornerstone of the evaluation system, and Politics to be strong (0.2134) is the core of the six qualities of Civics teachers. Personality should be correct (0.1456) and thinking should be new (0.1442) are the bridges of the evaluation system. The vision to be broad (0.1393) and self-discipline to be strict (0.1299) affect the effect of Civics teaching.
