In this paper, a personalized resource recommendation platform based on innovation and entrepreneurship is constructed in the context of Internet technology. After that, the similarity of the resources in the platform is calculated, and students are labeled in six aspects, such as “theoretical ability, application ability and competition experience” from the perspective of students’ ability and utility. The processed resources are matched with the tagged students to provide personalized recommendations for innovation and entrepreneurship resources. Finally, the application effect of the recommendation platform is evaluated. The results show that the mean values of the five satisfaction levels of the four aspects of interface design using the personalized recommendation platform are 36.42%, 22.33%, 25.67%, 11.92% and 3.67%, respectively; and the satisfaction ratios of the four parts of the resource design range from 25% to 31.67%, from 26% to 30%, 27.33%-40%, 5.33%-11.33% and 1.67%-6.33%; The means of satisfaction with the five components of student learning outcomes were 26.67%, 25.47%, 35.74%, 13.86% and 2.27%, respectively, corresponding to frequency means ranging from 60-74, 65-84, 95-110, 36 −46 and 1-12. The overall percentage of students’ satisfaction with the innovation and entrepreneurship resources recommended by the personalized recommendation platform was 42.67%, 30.67%, 17.33%, 7.00%, and 2.33%, respectively. In summary, students were satisfied with the design and learning effect of the innovation and entrepreneurship resource recommendation platform, which promotes the development of innovation and entrepreneurship education in schools under Internet technology.
