This paper closely integrates the teaching process of higher vocational public English and the production process of enterprises, and constructs the one-wing and two-wing industry-academia-research teaching mode with the purpose of serving the regional economy. The particle swarm optimization algorithm is introduced to optimize the adjacency matrix, so as to list the optimization strategies of knowledge flow in higher vocational colleges and universities, and provide theoretical basis and decision-making support for the actual “one body, two wings, industry, learning and research” teaching mode. Through the teaching experiment and questionnaire method to investigate the effect of public English learning before and after the experiment, the data analysis can be concluded as follows: the optimization strategy encourages higher vocational colleges and enterprises to cooperate. Establish a reasonable mechanism for distributing benefits, a long-term plan, and a management system. Give full play to the government’s role as a bridge and firmly implement relevant policies. In the teaching process, more than 80% of students will participate in extracurricular practical training and enterprise training activities. Through the teaching experiment of “one body, two wings, industry, learning and research”, there is a significant difference between the academic performance of the experimental class before and after the test (Sig<0.05). Therefore, the optimized teaching mode of “one body, two wings, industry, learning and research” in this paper has a significant impact on education.
