The development of information technology puts forward new requirements for the goal of oral English teaching. This study abandons the outdated methods that are not in line with modern teaching concepts, and based on the new teaching concepts, makes full use of information technology to construct an intelligent evaluation model based on the standardization, fluency and rhythmic integrity of pronunciation, which can comprehensively measure the quality of students’ oral English teaching pronunciation, improve the teaching methods of spoken English, innovate the teaching approach, and explore the mode of spoken English teaching assisted by the intelligent evaluation model, i.e., the mode of spoken English teaching under the concept of independent learning. Through the comparison of the experimental subjects’ English speaking pre and post-test scores, the relevant questionnaire data, and the analysis of the credibility of the evaluation model, it is found that the adoption of the English speaking teaching mode based on the assistance of the intelligent evaluation model is able to effectively improve the students’ English learning attitudes and performance. Especially in terms of phonetic fluency, the improvement effect is especially evident, close to 23.37 percentage points. It can also be found that the vast majority of the rating differences between the machine model and the manual are within the range of ±1 and show a clustered state, indicating that the evaluation method is effective. Teachers can use this evaluation model to understand students’ speaking level and implement personalized teaching for them.
